Those Filipino citizens abroad who want to get marriage are under art. 10. Provide that: Marriage between Filipino citizens abroad may be solemnized by a consul-general, consul, vice consul of the Republic of the Philippines. The issuance of the marriage license and the duties of the local civil registrar and of the solemnizing officer with regard to the celebration of marriage shall performed by the said consular official.
By "Filipino citizens abroad" may mean Filipinos permanently residing abroad or who are mere transient or vacationist there.

It can not be by a local priest there (not Filipino therefore) belonging to the same religion as the couple, for example?
Under the law Filipino priest is not stated there. The law says consulate officers which is stated on the article

I mean for example... a Filipino couple getting married in the US, the (American) priest in the area where they are currently living can not marry them? It has to be the consulate officers mentioned?

No. American priest is not allow to solemnized marriage. Since the law is cleared. Only those consulate officers as mention...
